HOUSE BILL NO. 269 by the House Rules Committee by request of

    "An Act making appropriations, including capital appropriations                                                             
    and other appropriations; making reappropriations; making                                                                   
    appropriations to capitalize funds; and providing for an effective

The Governor's transmittal letter dated January 15 follows:                                                                     
                                                                                                                                
"Dear Speaker Tilton:                                                                                                           
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to appropriations for the                                                       
State's capital budget for Fiscal Year (FY) 2025.                                                                               
                                                                                                                                
This appropriation bill totals $3.5 billion and includes $305.2 million                                                         
in unrestricted general funds, $76.2 million in designated general                                                              
funds, $172.4 million in other state funds, and $3.0 billion in federal                                                         
funds.                                                                                                                          
                                                                                                                                
The FY 2025 proposed capital budget invests in projects that enhance                                                            
public protection and generate economic activity for the State,                                                                 
provides matching funds for federal surface transportation and

aviation, water and wastewater programs, and funds deferred                                                                     
maintenance programs for aging State assets.
